Steering Committee

The International Tibet Support Network member organisations elect a Steering Committee, which - with the help of the Secretariat - assists the Network by:

  • Acting as an effective mechanism for strategic planning for the Network
  • Enhancing mechanisms at international level for campaign cooperation and coordination
  • Creating and enhancing mechanisms at regional level for campaign cooperation and coordination
  • Developing strategies for increasing the capacity of member organisations through the provision of training and advice.
  • Providing a framework for rapid international coordination and communication
  • Providing structures to give practical support and guidance to emerging TSGs
  • Recruiting new ITSN member organisations
  • Increasing ITSN’s financial sustainability
  • Acting as a resource for information networking to member organisations
  • Co-ordinating "reactive" campaigns in an expeditious and effective manner.

It is up to the individual member organisations to implement the strategies proposed or endorsed by the Steering Committee and Secretariat: the success of any campaign hinges on their concrete commitment.

Composition of Steering Committee
The Steering Committee consists of representatives elected by ITSN’s member organisations on a regional basis. Each member organisation is entitled to nominate one candidate for election and is entitled to one vote for each vacancy in its region. In the case of Western Europe and Central and South America, members can only vote for one candidate per country in the region. There are ten regions, and elected regional representatives are expected to communicate and consult regularly with Network member organisations in their region.

The Tibetan Government in Exile appoints a two-person liaison for purposes of assuring dialogue, consultation and co-ordination. ITSN operates independently of the Tibetan Government in Exile and its two-person liaison representatives have no voting rights on the Steering Commitee.

The number of seats on the Steering Committee for each region is set out below. This structure takes into consideration the number of groups, the number of countries with groups and the number of United Nations member states in each region.

Here are the current Steering Committee Members.

All elected Steering Committee members hold office for two years. All members are eligible for re-election. If any elected member resigns during their term, there will be a by-election in the region unless only 6 months or less of the term remains, in which case the seat will remain open until the next election. To allow continuity, Steering Committee elections are staggered; therefore elections will take place annually, with approximately half the seats on the Steering Committee being up for election at one time. The exact timing of elections may be determined by external factors, such as international TSG conferences.

The Steering Committee elects such officers as it thinks necessary. Since its inception, the ITSN Steering Committee has appointed two co Chairs, who are responsible for managing ITSN staff and overseeing this work of the Steering Committee.

Steering Committee members undertake the following responsibilities in the spirit of co-operation:

  • To donate at least 5 hours per week to Steering Committee work
  • To join TSG-l
  • To actively recruit new ITSN members from members’ region
  • To read and respond to Steering Committee emails on a regular basis
  • To participate in at least one sub-committee.
  • To represent the ITSN members in their region
  • To contribute to strategic planning and implementation of campaigns
  • To be prepared to contribute to fundraising activities as required
  • To fulfil their responsibilities as a member of the Board of Directors of ITSN
